GIS Analyst IIThompson-Nicola Regional DistrictThe Thompson-Nicola Regional DistrictThe Thompson-Nicola Regional District is located in south-central British Columbia, with dozens rural and urban communities spread across 44,300 square kilometres. The TNRD provides more than 120 local government services to approximately 144,000 people in 10 Electoral Areas, 11 member municipalities, and 25 First Nations.The TNRD is headquartered in the City of Kamloops, the largest community within the regional district. The Thompson-Nicola region has a vast range of climates that experience true four-season weather, with plenty of year-round sunshine, little rain, and warm summers. Residents generally have short commutes, easy access to recreation and the outdoors, and a high quality of life. The TNRD acknowledges that we are located within the unceded, ancestral lands of the Nlaka?pumux, Secwépemc, St?at?imc, and Syilx Nations.The RoleUnder the direction of the GIS Supervisor, The GIS Analyst II is a senior technical and analytical position responsible for supporting the continued development, operation, and enhancement of the TNRD's corporate Geographic Information System (GIS). The position provides advanced expertise in GIS application development, enterprise GIS administration, data management, spatial analysis, system integration, and business process improvement.The GIS Analyst II develops, implements, integrates, and maintains mission-critical GIS applications, databases, services, and related infrastructure. Working closely with departments across the organization, the position identifies business requirements and develops effective GIS and data solutions that improve organizational processes, access to information, and service delivery.This role is required to: Design, develop, integrate, test, deploy, and maintain GIS and related business applications. Conduct advanced spatial and tabular analysis, automate processes, troubleshoot issues, and resolve data-source, integration, and spatial relationship conflicts. Support field data collection and other GIS operations as required. Plan, test, document, and implement application and system maintenance and upgrades. Translate business requirements into effective GIS, data, and technology solutions, and prepare project plans outlining scope, schedules, costs, resources, and deliverables. Create database models, scripts, reports, web applications, workflows, and system integrations. Advise on GIS projects, hardware, software, applications, and emerging technologies. Design database schemas and data models that meet organizational and legislative requirements. Develop, administer, maintain, and monitor corporate spatial and tabular datasets, and establish standards and processes that ensure data quality. Recommend improvements to application architecture, workflows, procedures, and systems. Apply business requirements and technical standards to deliver practical, reliable GIS solutions. Configure and maintain appropriate access permissions for databases and applications. Develop and maintain technical documentation, application procedures, user guides, and training materials. Produce presentation-ready system documentation and deliver training that supports staff productivity and effective application use. Recommend corporate standards and methods for data storage, retrieval, interoperability, maintenance, protection, and sharing. Provide Tier 2 support for enterprise GIS and related business applications by diagnosing application, system, integration, and data issues; prioritizing and resolving problems; and escalating them when appropriate. Develop and test procedures for system changes and upgrades, and advise staff on system functionality, applications, and suitable technology solutions. Produce high-quality digital, web, and print maps and information products using cartographic principles appropriate to the audience, purpose, accessibility requirements, and intended use. Assis
